False alarms are a problem for everyone – the alarm subscriber/alarm owner, the alarm company, and the Police Department. Several cities throughout the country have implemented “no response” policies due to excessive false alarms. False alarms cost the City of National City over $43,000 per year. With the growing number of alarm systems in National City, all alarm subscribers or alarm owners must be aware of how to correctly operate their alarm systems.
During the calendar year of 1996, the National City Police Department responded to 3,615 alarm calls for service. Out of those calls, 3,528 were false. Only 87 were valid calls where a crime had occurred. In addition, to the personnel costs to the city taxpayers, there are other things that affect police response to false alarms. As a result, an alarm program was enacted by the City to alleviate the high costs of false alarm responses.
False Alarm Penalty Assessment Fee Schedule
You are allowed two (2) free false alarm activations in a 12-month period. Anything above that is fined as shown below. Note: Your 12-month period is determined from the date of your first false alarm activation.

You may appeal an administrative penalty by depositing the penalty fee and informing the Alarm Program Coordinator of your intent to appeal. You will then be given further details on the appeal process.
All commercial and residential alarm owners must have a permit for their alarm systems. Permits may be obtained at the National City Police Department. A residential alarm permit costs $30.00, and a commercial alarm permit costs $30.00. These fees are renewable every two (2) years. The Records Division will accept residential and commercial false-alarm fee payments. Customers may provide payment by cash or check in person and by check only via mail.
